How do you paint over soot on metal? (The soot is there on purpose.)?

I saw on biker build off a paint job done in candy apple red with soot deposits below it on the metal. I as wondering how this is done without causing the paint to peel in the long term, because it does look really cool. The soot leaves a sort of ghost/smoke effect under the red paint.
