Why is Richard Ramirez (The Night Stalker) still alive? He's been on death row in California for way over 20?

years, as he was apprehended for over 15 murders in 1984. Why does it take so long for the state of California to execute death row inmates? This beast should've been put too death so long ago it's not even funny. To think of the millions it's taken on his appeals and to house and feed him makes me sick to my stomach. I believe in swift justice. Not 20 plus years on death row. When will he finally be executed? Within the next few years?
